17 января 2020 года Чрезвычайный и Полномочный посол Туркменистана в Республике Беларусь Назаркулы Шакулыев встретился с иностранными обучающимися БГУ. Визит в ведущий ВУЗ Республики Беларусь был приурочен к 25-летию принятия Резолюции ООН «О постоянном нейтралитете Туркменистана».
Во встрече приняли участие около 250 иностранных обучающихся БГУ, руководство ректората и факультетов, а также управления международных связей. В БГУ обучаются 3715 иностранных студентов из более 60 стран. Из них 891 – граждане Туркменистана.
Назаркулы Шакулыев рассказал о важном для Туркменистана историческом событии и основных аспектах принятого нейтрального статуса. В выступлении он подчеркнул, что обретение данного статуса предопределило стратегический и политический курс государства. Речь также шла о современном положении Туркменистана на международной арене. В частности, акцент был сделан на туркмено-белорусском сотрудничестве, основанном на надежной модели двусторонних отношений:

Резолюция о постоянном нейтралитете Туркменистана принята Генеральной Ассамблеей ООН 12 декабря 1995 года, что наделило страну статусом первого провозглашенного нейтрального государства. Кроме того, 3 июня 2015 года принята вторая одноименная резолюция Генеральной Ассамблеи ООН, которая отражает двадцатилетний опыт нейтралитета Туркменистана.
На 71-й сессии Генеральной Ассамблеи ООН 2 февраля 2017 года было единогласно принято решение об утверждении 12 декабря Международным днем нейтралитета. Это послужило примером мирового признания опыта Туркменистана в вопросах нейтралитета и значимости внешнеполитического курса страны. Основными характеристиками принятого нейтралитета являются уважение суверенитета и территориальной целостности других стран, невмешательство в их внутренние дела, отказ от применения силы в межгосударственных отношениях, приоритет решений ООН в международных делах, а также укрепление добрососедства и сотрудничества со всеми странами.
По случаю юбилея внешнеполитического статуса в Туркменистане и за его рубежом в течение всего 2020 года под девизом «Туркменистан – родина нейтралитета» пройдет серия различных мероприятий, посвященных 25-летию памятного события. Одним из центральных мероприятий в беломраморной столице Нейтрального Туркменистана в городе Ашхабаде 11-12 декабря 2020 года станет Международная конференция «Политика нейтралитета и её значение в обеспечении международного мира, безопасности и устойчивого развития», куда приглашены руководители многих стран мира и авторитетных международных организаций, видные деятели политики, науки и культуры мира.
