根据定义，全面安全不仅应在军事领域，而且应在政治、经济、信息和其他领域为国家提供保障。白俄罗斯总统亚历山大·卢卡申科在第二届明斯克欧亚安全国际会议上强调了这一点。
亚历山大·卢卡申科在讲话中概述了他对现有问题的看法和解决问题的方法。他认为，在讨论全球安全问题之前，有必要从这一概念本身的定义开始。
总统指出：“一般来说，谈到安全，就意味着要保证本国领土不受侵犯。然而，顾名思义，全面安全必须不仅在军事领域，而且在政治、经济、信息和其他领域为各国提供保障。如果我们从这个角度看问题，那么席卷全球的危机的规模就显而易见了"。
他认为，美国在整个社会主义阵营垮台后自封为 “自由世界的领导者”，但事实证明，尽管美国拥有各种潜力，却无法成为最广泛意义上的全球支柱和安全保障者。而国际机构本应成为一个普遍的调节者或仲裁者，但如今有时却表现出完全的瘫痪。
白俄罗斯领导人说道："缺乏制衡导致各个领域的安全状况恶化"。
第一： 政治
亚历山大·卢卡申科强调，世界上所有的民主假设都在崩溃。
总统指出：“我们看到：有为我们自己的民主，也有为出口的民主。什么样的民主价值观才能解释中东发生的一切和乌克兰发生的一切？能够从肉体上消灭一个被美国及其卫星国认为威胁国家安全的人，这就是民主的高度吗？"任何人--从政治和公众人物到商人、科学家或记者。或者是用国际刑事法院吓唬主权国家首脑的新 “民主 ”趋势”。
国家元首提请注意: “宣布联合国秘书长为不受欢迎的人与他最终公开表达的原则立场的民主有什么关系？或者如何评价对同一位安东尼奥·古特雷斯参加金砖国家峰会的持续攻击？提供了世界 GDP 近 40% 的国家联盟？”
他表示，不仅个别领导人受到攻击，整个国家也受到攻击。因此，在敢于走自己的路的国家中，颜色革命被激发，忠诚的领导人和彻头彻尾的傀儡被西方“软实力”——所谓的非政府或非营利组织——的金钱推上权力宝座。
亚历山大·卢卡申科说道：“民主 "的肆虐导致公民社会的分裂，其规模之大令人震惊。我们在德国、法国、波兰、摩尔多瓦、格鲁吉亚和其他国家看到了火烧眉毛的危险局面。过去十年来，美国本身也在发烧"。
总统说，造成当今世界事件的原因之一是移民危机。他提请大家注意，难民和移民在西方国家集体死亡和被殴打已成为可怕的日常现实。然而，世界媒体对此却保持沉默，而对白俄罗斯制造这场危机的指责却从未离开过头版头条。
白俄罗斯领导人强调道：“这场全球移民危机的 “罪魁祸首 ”是我们。尽管这些人的主要路线多年来没有改变--每年有多达50万人通过地中海和巴尔干半岛。欧洲无法恢复国内秩序，但却知道如何转移对内部问题的注意力--指定一个外部敌人"。
第二：军事安全
亚历山大·卢卡申科强调道：“各国越来越多地被迫使用军事力量来捍卫主权、国内稳定或防止冲突升级，这在今天非常重要。乌克兰冲突和中东冲突的进一步升级会在全球范围内造成无法弥补的后果”。
同时，国家元首指出，世界只关注这两个温床，在某种程度上忽视了当今约有 55 场武装冲突的事实。每天都有成千上万的人在这些冲突中丧生。总统举例说："就拿也门冲突来说吧，西方国家集体强调也门冲突，据说会让人感到不舒服。如果我们从这个角度来看，中东和乌克兰加在一起就是休息。在那里，在印度洋和海湾（今天由侯赛因家族控制），可能会发生我们做梦也想不到的灾难"。
他还回顾说，几乎没有任何合法的国际法律文书可以在军事安全领域提供保障。总的来说，只剩下两项条约：核武器不扩散条约和进攻性战略武器条约。
白俄罗斯领导人说道：“甚至这些也不起作用：第一个实际上没有得到实施，第二个在道德上已经过时了，特别重要的是，没有开展任何工作来在这一领域达成新协议，这意味着有人不需要它们。白俄罗斯领导人表示：“这主要取决于政治家的良心，而不是军队。”
第三：经济
亚历山大·卢卡申科表示，世界上一半的人受到非法制裁，整个经济部门因非法限制而瘫痪，私有财产权被破坏。总统只列出了一些威胁： “国家资产被没收，主权金融资源被公然窃取，天然气管道被炸毁，出海通道被封锁”。
他还指出，购买西方品牌的产品不再是技术安全的保证，因为他们随时可以拒绝提供备件或服务。
国家元首说道：“我们通过这种努力建立的国际分工体系已经被破坏，下一步是保护主义和封闭经济的扩张，我们会不会前进，而是倒退？”
在高科技时代，粮食短缺仍然是议程上的优先事项。亚历山大·卢卡申科问道：“地球上的饥饿规模已经接近战后的数字（约有 7.5 亿人在挨饿，还有近 30 亿人缺乏足够的营养）。我们该怎么称呼它呢？”
与此同时，粮食、化肥和农业机械出口国却因政治原因被剥夺了向急需的地方提供产品的权利。
白俄罗斯领导人说道：“制裁的目的是破坏国家经济，但实际上对普通人不利。在这种情况下，我们还谈什么履行联合国可持续发展目标的承诺？很明显，如果没有西方强盗式的禁令和限制，世界本会更接近于完成这些任务”。
第四：信息安全 信息安全
总统强调道：“媒体已成为真正的武器。后真相、无休止的造假、操纵舆论、攫取财政资源、组织政变，这些都是跨国性质的，其威力比任何军事干预都更加危险。只要尝试以不同于他们计划的方式行动。他们早上一起床就会犯错误”。
他们越来越频繁地试图利用人工智能、生物技术、神经网络、量子物理学领域的先进发展来毁灭人类。国家元首说道："当美国生物实验室在世界各地，特别是在白俄罗斯和俄罗斯周边地区的真实活动的公然事实被揭露出来时，社会将多次颤抖"。
亚历山大·卢卡申科引用了这位著名政治家和哲学家的话：“我可以把西方文明的这些 “成就 ”列举很久。是的，西方文明也可以引经据典。"在圣雄甘地时代，当有人问他对西方文明有何看法时，他明智地回答说：‘我认为这将是一个好主意’ ”。
