白俄罗斯总统卢卡申科在上海合作组织成员国元首理事会视频会议上的讲话
尊敬的莫迪先生（白通社注释：印度总理纳伦德拉·莫迪）！
亲爱的朋友们！
请允许我代表白俄罗斯人民对出席上海合作组织元首理事会会议的各位表示欢迎。
我希望下次会议能够以面对面的形式举行。疫情已经结束了。
我相信，随着伊朗伊斯兰共和国这样一个拥有丰富历史和文化的强大国家以及新对话伙伴——阿拉伯联合酋长国、科威特、缅甸、马尔代夫共和国——加入上合组织，我们将成为更加团结高效。
我相信，在所有成员国的支持下，白俄罗斯将很快成为上海合作组织的正式成员。我们已经完成了相关工作,并感谢那些支持我们的人。
本次峰会的主题是“迈向安全的上合组织”。在国际关系危机深化的背景下，这一点极为重要。
必须承认,以前的安全体系并不完美,但其确实包含制衡机制和遵守国际法的义务。
今天，我们看到了所有规则和概念被彻底摧毁。因此，上海合作组织被迫更加关注地区安全与稳定问题，而不是经济问题，也就不足为奇了。
明斯克坚定地捍卫为所有国家建立公正和平的原则,在各种国际平台上不断寻求妥协和解决方案。
借此机会，我想谈一下我们合作的一些热点领域。
第一。对成员国来说,破坏性网络攻击、数字数据盗窃、以及在信息空间有针对性地散布的虚假信息等挑战和威胁日益严峻。发言人已经谈到了这一点。
我们愿意在这一领域开展合作，包括培训专家、实施网络演习联合项目、相互交流技术解决方案。
第二。西方坚持在经济和金融等一系列领域占据主导地位,试图遏制对其不利的国家的发展,并对这些国家实施非法的野蛮无理制裁。
为了有效应对这一挑战,白俄罗斯积极推进全球发展理念。一贯主张与白俄罗斯已经建立了密切关系的国家——中国、印度、巴基斯坦、伊朗、独联体伙伴——建立大欧亚伙伴关系，以及在广泛的背景下将欧亚经济联盟、上合组织和金砖国家的形式配对。
第三。持续技术发展的一个重要组成部分是经验和积累的知识的交流。
作为上合组织平台上可能的试点项目之一，我们建议制定技术转让中心信息资源整合方案。通过这种方式，我们将能够促进科技项目的推广和商业化进程。
第四。在全球粮食安全问题加剧的背景下，上合组织成员国可以指望白俄罗斯作为最大的矿物肥料、农产品、食品和机械出口国之一。
在贸易合同的财政支持和各种项目的实施方面，白俄罗斯完全支持制定创建上合组织开发银行倡议的想法。顺便说一句，我们曾经提到过这个问题。
第五。明斯克仍然有兴趣改变上合组织的共同运输物流空间，包括通过加强国际运输,以及加快南北运输走廊的监测、建设、运营程序，并使之数字化。
第六。为了更好地了解本组织的文化多样性，我们提议考虑实施一个大型联合项目——上合组织文化节，使其成为传统活动。
第七。我们所有的计划都有可能停留在纸面上,除非我们加强与年轻一代的合作。我们现在讨论的大部分内容将由今天的大学生实现。应该考虑创建“上合组织青年平台”。

I recently learned my surname is not Polish, but Belarusian. I heard you on shortwave in the past and am so happy to listen online in English. We hear nothing about Belarus here in the US so I am so glad to learn about your country. Keep on broadcasting in English. I also joined the Hoererklub on Facebook as I can understand German.
