第七届国民议会共和国委员会院第十次会议的参议员们批准了 "关于白俄罗斯共和国退出《公民权利和政治权利国际公约》任择议定书 "的法律草案。考虑到给白俄罗斯带来额外不合理义务的执法实践和联合国人权委员会对其权力的任意扩展，该法律草案正在审议中，这给我国带来了额外的不合理的义务。白俄罗斯将继续在国际平台上发言，积极支持在平等和不干涉内政原则下开展的落实和保护人权的国际合作。
西亚尔海·拉赫考谢尔盖·拉奇科夫表示："这一决定和关于废除任择议定书的法律草案的编制与对该文件的执法实践和联合国人权委员会对其权力的未经授权的解释的分析有关。我们认为，该委员会超出了文件中描述的职能职责。"白俄罗斯一直在履行其在人权领域的所有国际义务。白方每年向联合国人权理事会提交相关文件。
我们不仅一直支持向人权理事会提交普遍人权报告的想法，而且也支持这个机制本身。我们总是非常认真地准备我们的报告，并在自愿的基础上提交报告。我们总是听取联合国人权理事会成员提出的所有意见和建议，并通过相关文件以落实白俄罗斯同意的这些建议。而且我们非常谨慎地执行所有这些建议。＂
