关于白俄罗斯的钾肥，古特雷斯先生从白俄罗斯共和国总统那里得到了第一手资料。我们的外交官已经提请联合国所有相关官员注意此事，同时，应该坦率地指出，白俄罗斯钾肥进入国际市场的非法限制的事实，仍然被国际机构竭力规避。”
尤里·安布拉泽维奇回顾称，白俄罗斯与俄罗斯和加拿大一样，是全球三大氯化钾生产商之一。他指出：“在制裁之前，白俄罗斯的钾肥曾满足全球近20%的需求。由于白俄罗斯，当然还有俄罗斯对世界市场的供应不足，造成了钾肥的短缺，成为化肥价格飙升的催化剂。当今世界上没有人能够在一夜之间有效地取代白俄罗斯钾肥的市场地位。这是一项复杂和耗时的技术以及经济任务。所有关于一些替代供应商的销售量据称迅速增加的猜测，都不过是忽视了这个问题。”
在他看来，世界上每个人都应该知道，首先是发展中国家的人民，如果今天白俄罗斯的钾肥重新不受阻碍地进入世界市场，肥料的价格将大幅下降，也许几乎下降一半。“发展中国家的人们应该知道，由于制裁政策，他们的面包、大米或豆子正变得越来越贵。”
这位副部长强调："在这方面，我认为联合国和贸发会议，特别是以其最高领导人为代表，为解决全球粮食安全领域的一系列问题所做的努力应该继续下去。而白俄罗斯的钾肥问题不应只是在需要解决的任务清单上 不只不应被忽视，而且应作为首要任务。"
