白俄罗斯财政部副部长安德烈•贝勒科韦茨在惠誉国际“白俄罗斯于2019年：宏观经济形势和银行业概述”会议上宣布，白俄罗斯财政部与中国国家开发银行正在完成进行关于35亿元人民币贷款谈判。
安德烈•贝勒科韦茨介绍：“2019年，我们计划在国外市场上无债券借用6亿美元。最初，我们依靠俄罗斯的贷款。目前俄罗斯提供贷款的问题略有延迟。不过我们找到了替代方案——中国贷方（国家开发银行）。我们正在完成谈判。我们将把俄罗斯贷款用中国伙伴的贷款替换。” 2019年外债支付总额估计约为32亿美元。
副部长解释：“这是计划金额，它可能会少一些。我们制定浮动利率的潜在增长，汇率差额。”其中11亿美元将用于偿还外部国家债务，另外还有21亿美元的还款。据安德烈•贝勒科韦茨说，维护费用由外币预算收入支付。
白俄罗斯计划到2019年底从中国开发银行获得35亿元人民币的贷款，相当于超过5亿美元。

I recently learned my surname is not Polish, but Belarusian. I heard you on shortwave in the past and am so happy to listen online in English. We hear nothing about Belarus here in the US so I am so glad to learn about your country. Keep on broadcasting in English. I also joined the Hoererklub on Facebook as I can understand German.
