根据中白两国达成的协议，中方援白社会保障房项目二期工程将使用中国政府提供的经济技术援助资金，在白俄罗斯各地区建设２２栋住宅楼，共计１８５４套中小户型住房。这些住房完成建设后将提供给当地多子女家庭和残疾人家庭等低保障家庭居住。
此前，中方援建白社会保障房一期工程１６栋保障房已全部完成建设并顺利移交白方，解决了当地１４００多户低保障家庭的住房问题。
出席奠基仪式的中国商务部国际贸易谈判代表兼副部长傅自应表示，中国领导人２０１５年访问白俄罗斯期间宣布为当地援建社会保障房，他相信这一重大援助项目的顺利实施必将为白俄罗斯民生福利事业的发展、为促进中白两国和两国人民的世代友好作出积极贡献。
白建设部门官员克鲁恰诺夫表示，白方感谢中国对白俄罗斯的一贯支持。他表示，获得保障房的白俄罗斯人将感谢中方人员的巨大帮助。
当天，中白双方还签署了援白社会保障房项目一期工程政府间交接证书。
