中电工程总承包的白俄罗斯最大的变电站——330千伏波斯塔维变电站工程正式投运，该电站是白俄最大的变电站，也是电力系统中最重要的变电站，引来中白两国主流媒体高度关注。
波斯塔维变电站南连白俄罗斯在建的首座核电站——格罗德诺核电站，北接立陶宛伊格纳利纳核电站，是两站之间唯一的枢纽，承担着白俄部分区域的电能分配任务。
波斯塔维变电站工程白俄核电送出及电力联网工程的第8子项，50%以上的线路及变电站增容、改造都是以该站为中心开展建设
白俄首座核电站将于２０２０年建成，作为白实施核电发电计划的重要设施之一，波斯塔维变电站在保障从在建核电站向用户输送电力方面起着关键作用，对于本国能源系统建设具有重要意义。 近年来，白中两国能源合作取得了丰硕成果。白中能源合作具有很高的专业水准，双方能源合作的实践表明两国能够齐心协力解决技术难题，落实好相关合作项目。
中电工程华北院作为波斯塔维变电站总承包方，在变电站的设计、采购及施工方面一直全方位履约并严格遵守白电力行业的设计与施工标准，与白能源系统进行友好高效的沟通，互相交流宝贵经验，取长补短。变电站的顺利竣工进一步增进了中白两国电力领域的合作关系。
白俄罗斯能源部部长波杜普齐科和中电工程副总经理、党委常委薛丹峰接受中白两国媒体采访。
波杜普齐科说，波斯塔维变电站是白俄最大，也是技术最先进、最现代化的一座变电站。如此大规模的工程能够按期投运，离不开中电工程华北院的精心组织。波斯塔维变电站建设过程中采用了最先进的技术方案以及由中白两方专家共同甄选的、由世界领先厂家生产的高精尖设备。
中电工程华北院除了承包了波斯塔维变电站的新建工程，还是白俄罗斯为核电输出而进行的整个电网改造项目的总承包商。该项目共有２３个子项目，是白俄罗斯最大的电网项目，也是中国和白俄罗斯合作的最大电网项目，几乎占白俄罗斯国土面积的50%以上。
波斯塔维变电站变电站投运标志着白俄核电送出及电力联网工程关键里程碑节点按期顺利实现，该工程70%的工作已完成。
虽然白俄罗斯位于东欧平原，但是有“万湖之国”称号的白俄罗斯进行电网改造并非易事。“白俄罗斯实际上地质条件复杂，沼泽地的施工难度非常大。有些沼泽地采用几种地基，有的是与预制基础，有的是桩基，还有浮基，采用这种方式解决了沼泽地施工的难点。这是我们项目中的最大问题，超出了我们的预期”，中电工程人员介绍。
除了特殊地质条件造成的施工困难，白俄罗斯冬季时间长、夏季降雨量大的特点也给施工带来了不少麻烦。为此，总承包商合理安排施工顺序，根据不同的地质和气候特点改进施工方式，比如冬季施工时对混凝土进行通电加热以保证混凝土的凝结质量等，通过一些创新的施工方法保证了施工质量和效率。
另外，白俄罗斯严格的环保标准也给电网改造制造了不少麻烦。由于整个电网改造的子项是通过当地的原始森林，而白法律又规定要保护植被，即使电力施工也要尽量减少森林砍伐。为此，总承包方采取加高输电电塔的方式，将２８米的标准电塔提高到最高６４米，让原本在建设标准电塔时需在原始森林中砍伐３０米宽空地的要求降低到１０米，有效减少了林木砍伐，这一环保做法得到白方的高度评价。
一座座子项竣工，在有效满足当地能源增长需求、促进当地经济社会发展、联通民心增强友谊的同时，输出和使用中国电力行业的“中国技术”和“中国标准”，提升中国能源企业的国际品牌形象和行业影响力，为后续的市场开拓打下了坚实的基础。
