白俄罗斯共和国紧急情况部
白俄罗斯共和国紧急情况部(MES:Ministry for Emergency Situations),负责白俄罗斯境内监管和控制、预防在紧急情况下的自然和人为灾害,以及民防,消防,工业与核辐射安全,及时发布灾害预警信息,在国家紧急状态时动员物资储备。在切尔诺贝利事件污染区域,负责消除继发性核污染,建立和维护该区域稳定状态。该部为准军事机构,实行中央垂直领导,各地区所属机构类似我国消防总队,有一定的自主权,但独立于地方政府和警察机构,不受其任何业务和行政领导约束,人员级别参照白俄罗斯武装力量实行军衔制,为内务部军衔标识,工作年限等同于军人服役年限。该部最高军衔为部长,内务部少将。
下设部门:工业安全监管局、核辐射安全局、 切尔诺贝利事务局、资源保护局、资格认定中心、管理和应急响应中心、特殊响应队伍等。其中,特殊响应队伍("Republican Special Response Team")是该国的国家应急救援队伍,建立刚刚十年,但是参与了多次国内的应急救援任务,也是联合国测评通过的重型队伍。
2008年5月12日汶川地震和2010年4月14日玉树地震期间,白俄罗斯曾向中国提供过援助。
2015年8月,赵和平副局长率团赴白俄罗斯访问,与白俄罗斯紧急情况部开展首次接触。代表团访问了白俄罗斯国家应急管理中心及指挥工程学院、白俄罗斯救援队及白俄罗斯紧急情况部航空部,并观摩了救援队的相关设备和搜救模块。
2016年9月,在习近平主席和白俄罗斯总统卢卡申科见证下,中国地震局与白俄罗斯紧急情况部签署了地震应急救援合作协议。
中国和白俄罗斯在应急救援领域有很多的相似性,一是参加国际人道主义救援方面遵循着共同的原则;二是两国在应急救援领域遵循相同的国际惯例,均按照INSARAG指南开展培训和救援工作。
在会上郑国光代表中国地震局对弗拉基米尔•瓦先科一行的来访表示热烈欢迎。他表示,中国政府历来高度重视防震减灾工作,习近平总书记在唐山地震40周年之际,就防灾减灾救灾工作做出了重要论述,系统提出了全面提高国家综合防灾减灾救灾能力的明确要求,体现了中国政府始终以人民为中心的执政理念。郑国光还向白方简要介绍了近一年地震应急救援方面的情况。
郑国光指出,白俄罗斯是丝绸之路经济带的重要国家,中白两国合作关系良好,高层交往密切。一年前,在两国元首的见证下,中国地震局与白俄罗斯紧急情况部签署了地震应急救援合作协议,正式建立了合作关系。
两国应急救援队都采用联合国国际搜索与救援咨询团(INSARAG)的相关体系和方法,均有经过认证的重型队伍,双方在应急管理和救援领域有着较大的合作空间。中国地震局愿意与白俄罗斯紧急情况部加强交流,在地震应急队伍培训、应急救援能力建设、应急联动等方面开展合作,共同提高两国应急救援和防灾减灾能力。
弗拉基米尔•瓦先科对中国地震局热情周到的安排表示感谢,并愉快地接受了参加明年汶川地震国际研讨会的邀请。
他表示,两国元首是双方合作伙伴关系和友谊的典范,在两国元首的领导下,两国很多部门都建立了良好的合作关系。他希望双方加强交流,建立合作机制,进一步深化在应急救援装备研发等方面的合作。
会见结束后,贴心的郑国光局长还带领着远道而来的白俄罗斯客人领略了独具特色的中国文化。
