新华社明斯克 白俄罗斯总统新闻局19日发布消息说,白总统卢卡申科日前签发有关中白工业园发展的新版总统令,为相关企业入驻工业园提供更好的法律保障。
据介绍,新版总统令更加明确了中白工业园园区管委会的职权,规定白各国家机关必须根据园区管委会需求向工业园派驻工作人员,在工业园内提供一站式服务,为入园企业办理各类手续提供极大便利。
新版总统令还规定要在工业园设立自由贸易区,并建立园区管委会对园区各单位的监督检查协调机制。此外,新版总统令还放宽了入园企业的注册标准,扩展了相关投资项目的基本落实方向,并降低了需短期内完成的投资许可门槛。
2012年6月,卢卡申科签发关于中白工业园项目的总统令,其中规定入园企业享受10年免税和第二个10年半税、土地使用权可达99年等一系列优惠政策。2014年6月,卢卡申科再次签发总统令,为加快中白工业园建设并吸引企业入园提供更加细化的法律保障。
中白工业园建于明斯克机场附近,规划面积91.5平方公里,是白俄罗斯招商引资的最大项目,也是中白间最大的经济技术合作项目。
