Das Wahlsystem in Belarus kann erst nach der Bildung von effektiven und autoritären Parteien im Land geändert werden. Solche Meinung äußerte der belarussische Staatschef Aleksander Lukaschenko in der Abschlusssitzung beider Parlamentskammer der Nationalversammlung der 5. Legislaturperiode:
"Die Parteien sollen die Zeit und die Möglichkeit bekommen, um ein starkes Programm zu entwickeln und es im Volk durchzusetzen. Erst danach kann man das Parlament nach den Parteilisten bilden. Bis jetzt ist Belarus dazu noch nicht bereit. Deshalb schlage ich vor, uns nicht zu beeilen. Wir können selbst nichts entscheiden, das ist die Aufgabe der Zeit und des Volkes. Fragen wir z. B. die Elite unseres Landes danach, wie viele und welche Parteien es in Belarus gibt und worin der Unterschied zwischen diesen Parteien besteht. Ich zweifle daran, dass viele Menschen eine vernünftige Antwort auf diese Frage geben können. Und wenn man danach die einfachen Bürger fragt? Für die meisten Menschen sind nur die Namen die Kommunistische Partei und BNF (Belarussischer Volksfront) bekannt. Die Parteien, die künstlich gebildet wurden, haben aber keine Chancen auf den Erfolg in der Zukunft. Ich höre oft, dass sich „Belaja Rus“ schon fast zu einer Partei entwickelt hat. Ich habe nichts dagegen. Ich würde nur empfehlen, sich nicht zu beeilen. Sie können wirklich zu einer starken zentristischen Kraft werden, wie z.B. die Sozialistische Partei in Frankreich. Wir haben auch nichts dagegen, man muss aber verstehen, dass solches System ineffektiv ist, wenn man keine autoritären Parteien im Land hat".
