Belarus hat ab 1. Oktober laufenden Jahres Exportzölle für Erdöl und Erdölprodukte erhöht. Im September laufenden Jahres verzeichnete man in Belarus auch der Anstieg der Exportzölle für Erdöl und Erdölprodukte. Der Ausfuhrzollsatz für eine Tonne Öl stieg ab 1. Oktober von $393,8 auf $418,9 je eine Tonne. Der einheitliche Ausfuhrzollsatz für Leicht- und Dunkelöle (außer Benzin), der seit dem 1. Oktober 2011 zu 66 Prozent des Ölsatzes vereinheitlicht ist, beträgt ab 1. Oktober $276,4 pro Tonne. Derselbe Zollsatz gilt für Benzol, Toluol und Xylol.
Seit dem 1. Oktober vergangenen Jahres berechnet Belarus die Preise für Erdöl und Erdölprodukte nach dem Verfahren 60/66. Es handelt sich dabei um Produkte, die aus der Zollunion ausgeführt werden. Die Formel sieht vor, dass der Satz der Exportzölle für Schwer- und Leichtöle vereinheitlicht ist und sich mit dem Koeffizienten 0,66 (66 Prozent) der Gebühr auf Erdöl errechnet. Dabei wurde am 1. Oktober die Exportgebühr für Erdöl von 65 auf 60 Prozent gesenkt. Der Koeffizient für die Berechnung der Benzingebühr macht 0,90 (90 Prozent) aus. Seit 2011 importiert Belarus russisches Rohöl gebührenfrei, überweist aber in den russischen Haushalt Ausfuhrgebühren für Erdölprodukte, die aus russischem Erdöl erzeugt werden und in dritte Länder weiter befördert werden. Auf diese Weise überwies Belarus im Januar/August 2012 in den russischen Haushalt 2,7 Milliarden US-Dollar Gebühren. 2011 betrug diese Summe 3,07 Milliarden US-Dollar.
