Парламент пашырае стасункі з дыяспарай. Пры Нацыянальным сходзе 7-га склікання створана рабочая група па справах беларусаў замежжа. У Палаце прадстаўнікоў адбылося першае пашыранае пасяджэнне.
Па звестках ААН, каля 1,5 мільёна беларусаў пражывалі за межамі краіны ў 2018 годзе.
Парламентарыі плануюць наладзіць стасункі і з беларускімі суполкамі ў замежжы, і са структурамі, якія ўжо актыўна працуюць з дыяспарай. Гэта Міністэрства замежных спраў, культуры, інфармацыі, апарат Упаўнаважанага па справах рэлігій і нацыянальнасцей. Яшчэ адзін кірунак – развіццё і ўдасканаленне заканадаўства ў гэтай сферы, – адзначыла кіраўнік групы, намеснік старшыні Пастаяннай камісіі Палаты прадстаўнікоў па правах чалавека, нацыянальных адносінах і СМІ Валянціна Ражанец.
Нагадаем, стасункі з дыяспарай рэгулюе закон «Аб беларусах замежжа», прыняты ў 2014 годзе. Зараз рыхтуюцца папраўкі і змены ў закон «Аб грамадзянстве Рэспублікі Беларусь», якія таксама закрануць інтарэсы замежных суайчыннікаў.
– Прадугледжаны некаторыя льготы для атрымання беларускага грамадзянства, уводзіцца паняцце «аднаўленне ў грамадзянстве» для паўналетніх беларусаў, якія былі грамадзянамі краіны, але па нейкай прычыне страцілі гэты статус і вяртаюцца на пастаяннае месца жыхарства.
Удзел у працы рабочай групы прыняў намеснік міністра замежных спраў Андрэй Дапкюнас. Паводле слоў дыпламата, чарговае пасяджэнне Кансультатыўнага савета па справах беларусаў заежжа пры МЗС з-за эпідэміялагічнай сітуацыі перанесена на канец года. Плануецца яго пашырэнне. У склад увойдуць беларусы з Аргенціны, Венгрыі, ЗША, Канады, Швецыі.
– Вельмі важна максімальна задзейнічаць пляцоўку Кансультатыўнага савета для наладжвання супрацоўніцтва з аб'яднаннямі беларусаў замежжа.
Трэба, у тым ліку, даць магчымасць членам савета пазнаёміцца з працай парламентарыяў, лічыць Андрэй Дапкюнас.
Што да ўзаемадзеяння з дыяспарай беларускіх замежных устаноў, летась узмацнілася падтрымка беларусаў у Польшчы, у Маскве прайшла канферэнцыя аб стане і перспектывах арганізацый беларусаў Расіі, шэраг праектаў беларускія пасольствы ў супрацоўніцтве з дыяспарай ажыццявілі да 75-годдзя Перамогі.
Да працы рабочай групы Нацыянальнага сходу па справах беларусаў замежжа запрошаны эксперты. Дырэктар Дзяржаўнага музея гісторыі беларускай літаратуры Міхаіл Рыбакоў мае вялікі вопыт узаемадзеяння з дыяспарай: у апараце Упаўнаважанага па справах рэлігій і нацыянальнасцей, Рэспубліканскім цэнтры нацыянальных культур. Зараз займаецца навуковымі даследаваннямі ў гэтай галіне. Сёння, па яго словах, вядома больш за 200 беларускіх арганізацый за мяжой:
– Іх ствараюць нават не тыя беларусы, якія стала пражываюць у той ці іншай краіне, а тыя, хто вучыцца, працуе, часова знаходзіцца. Нават у такіх экзатычных краінах як Кітай, В'етнам, Палесціна, з'яўляюцца суполкі.
Міхаіл Рыбакоў лічыць, што галоўная задача зараз – перавесці ў практычную плоскасць лепшыя напрацоўкі беларускай дыяспары.
