MP: CSTO PA program of action is exclusively defensive in nature

The program of action of the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO) to approximate and harmonize the national legislation of the CSTO member states for 2026–2030 is exclusively defensive in nature, Anatoly Bulavko, a member of the Standing Commission on National Security of the House of Representatives, told the media in Minsk on 7 October, BelTA has learned.

The CSTO PA Standing Commission on Defense and Security convened for a meeting on 7 October.The MPs discussed the draft recommendations on harmonizing the criminal legislation of CSTO member states regarding accountability for crimes against peace and human security, a model (standard) agreement on cooperation among CSTO member states in the use of new types of weapons and technologies to ensure collective security and compliance with the principles and norms of international humanitarian law and the CSTO PA program of action to approximate and harmonize the national legislation of the CSTO member states for 2026–2030 

“The main items on the agenda of the meeting were the report on the previous program and the consideration of the new CSTO program for the alignment and harmonization of national legislation. It can be stated that the CSTO countries have demonstrated a commitment to peace, and unity in ensuring peace within their nations and globally. This is of immense value,” Anatoly Bulavko emphasized. “The new program is primarily aimed at ensuring the security of the CSTO member states. It is important to note that this program is not about having an impact on the neighboring countries. It is exclusively defensive in nature, encompassing the entire spectrum of security for the participating states.”

According to him, the meeting aims to develop a unified understanding of the tasks facing the organization and the methods for their implementation. “I am more than confident that we will succeed in this, and that by 2030, the CSTO will continue to develop at the legislative level in the interests of ensuring the national security of its member states,’ the MP added.

Each country has contributed its proposals to the new program. "In my opinion, the proposals put forward by our side are highly relevant for all. These primarily include information security, methods of warfare, and compliance with humanitarian law. This is important in the current very complex relations between states. I am confident that our proposals will be heard and make it to the future program,” Anatoly Bulavko emphasized.
