E-vehicles imported into Belarus, Armenia, Kyrgyzstan to be exempt from customs duty

At the Eurasian Intergovernmental Council meeting held in Moscow on 11 December and chaired by Belarusian Prime Minister Aleksandr Turchin, the heads of government of the EAEU countries reached an agreement on tariff preferences for the import of electric vehicles into Belarus, Armenia, and Kyrgyzstan in 2026, BelTA learned from the trade bloc of the Eurasian Economic Commission (EEC).

 

 

 

“An agreement was reached to provide a tariff preference in the form of a customs duty exemption for electric vehicles imported into a number of Eurasian Economic Union countries in 2026,” the EEC clarified. “This decision applies to 20,000 pure electric vehicles (EAEU TN VED code 8703 80 000 3) imported into the Republic of Belarus, as well as 15,000 pure electric vehicles and series hybrids (EAEU TN VED code 8703 80 000 5) imported into the Republic of Armenia and 15,000 into the Kyrgyz Republic.”

 

 
Andrey Slepnev, Member of the Board (Minister) for Trade of the Eurasian Economic Commission, said: “This customs tariff regulation measure has already demonstrated a positive effect in the previous years of its implementation. We expect it to continue to foster the development of the electric vehicle market and charging infrastructure, as well as increase the share of environmentally friendly transport within the Eurasian Economic Union.”

 

 

The EEC further explained: “Exemption from customs duties is granted only to citizens permanently residing in the Republic of Belarus, the Republic of Armenia, and the Kyrgyz Republic. However, the transfer of rights to ownership, use, and disposal of electric vehicles to individuals holding citizenship and/or permanent residence in the Republic of Kazakhstan or the Russian Federation is prohibited. In the case of series hybrids, the ban also applies to the transfer of rights to individuals holding citizenship and/or permanent residence in the Republic of Belarus.”
