Правовая культура выражается в готовности избирателя играть активную роль в ходе выборов. Об этом заявил Чрезвычайный и Полномочный Посол Венесуэлы в Беларуси Франклин Рамирес Араке на пленарном заседании международной научно-практической конференции "Формирование правовой культуры населения как фактор гармонизации и устойчивости избирательного процесса" II Международного электорального форума, передает корреспондент БЕЛТА.
"Эта культура выражается в уверенности избирателя в том, что его голос имеет значение, в понимании процедур и готовности играть активную роль в избирательном процессе, не ограничиваясь просто голосованием", - сказал посол Венесуэлы. В этом, по его словам, состоит основа для социальной гармонизации, которая позволяет избежать политической напряженности и гарантирует устойчивость государственных институтов.
Франклин Рамирес Араке рассказал, что в Венесуэле разработана и внедрена полностью автоматизированная система для выборов, которая осуществляет целый ряд операций - от идентификации избирателей до подсчета голосов. Эта система дополняется надежной схемой аудиторских проверок: сверка списков избирателей, проверка со стороны гражданской общественности избирательных участков после завершения голосования.
"Но мы убедились, что доверие основано не только на технологиях. Истинная сила системы состоит в участии граждан на каждом этапе - при составлении списков избирателей, их проверке и обновлении данных, в процессе выдвижения кандидатов", - добавил он.
Продолжая тему, посол отметил, что в ходе избирательной кампании граждане реализуют свое право на получение информации, а также имеют возможность информировать компетентные органы о нарушениях. В день голосования они работают в качестве членов участковых избирательных комиссий или наблюдателей, во время аудиторских проверок непосредственно контролируют подсчет голосов. Таким образом, правовая норма становится социальной практикой, укрепляющей коллективное доверие.
Одной из главных тем форума в Минске является правовое просвещение избирателей, заметил Франклин Рамирес Араке. По его словам, Венесуэла также уделяет внимание этому аспекту. "Мы внедряем обучающие программы, ориентированные на разные группы населения", - отметил он.
В рамках этой программы у молодежи формируется понимание, что право голоса является инструментом преобразований и трансформаций в государстве. Впервые голосующие граждане знакомятся с правилами и технологическими особенностями процесса голосования. У членов избирательных комиссий и наблюдателей в результате подготовки формируется четкое понимание своей роли в качестве юридических и технических гарантов процесса.
Цель данных мер абсолютно понятна - гражданин должен не просто участвовать в выборах, но и понимать правовое, политическое значение своих действий, подчеркнул посол.
