Второй комитет Генеральной Ассамблеи ООН в рамках пункта повестки дня "Вопросы макроэкономической политики: международная торговля и развитие" 78-й сессии ГА ООН рассмотрел и принял большинством голосов (132 - за, 8 - против, 42 - воздержались) резолюцию "Односторонние экономические меры как средство политического и экономического принуждения развивающихся стран". Об этом сообщили в пресс-службе МИД Беларуси.
Документ рассматривается Вторым комитетом ГА ООН на двухгодичной основе и традиционно вносится на рассмотрение Группой 77 и Китая.
Принятая резолюция настоятельно призывает международное сообщество принять срочные и эффективные меры, чтобы исключить использование односторонних экономических, финансовых и торговых мер, не санкционированных соответствующими органами ООН и не соответствующих принципам международного права или положениям Устава ООН и идущих вразрез с основными принципами международной торговой системы и негативно влияющими, в частности, на развивающиеся страны.
Редакция резолюции 78-й сессии содержит ряд новых положений, в поддержку которых Беларусь выступала в ходе переговоров.
В частности, резолюция признает, что односторонние экономические, финансовые и торговые меры, идущие вразрез с принципами международного права и положениями Устава ООН, оказывают негативное воздействие на все аспекты жизни в странах, в отношении которых такие меры применяются.
Также заявлено, что односторонние экономические меры принуждения, противоречащие принципам международного права или положениям Устава ООН, представляют собой одно из основных препятствий на пути к достижению развивающимися странами, в отношении которых такие меры применяются, целей в области устойчивого развития.
Документ наделяет резидентов-координаторов и страновые команды ООН мандатом изучать влияние односторонних экономических мер на затрагиваемые страны, включая влияние таких мер на торговлю и развитие.
Резолюция также содержит мандат Генеральному секретарю ООН отслеживать случаи навязывания односторонних экономических мер как средства политического и экономического принуждения и представить на 80-й сессии ГА ООН доклад об осуществлении настоящей резолюции, уделив особое внимание влиянию односторонних экономических мер на достижение устойчивого развития.
