Из событий в Казахстане нужно сделать соответствующие выводы и, помимо угрозы извне, четко видеть также и внутренние причины. Такое мнение высказал государственный секретарь Совета безопасности Беларуси Александр Вольфович, отвечая на вопросы журналистов после внеочередной сессии Совета коллективной безопасности ОДКБ.
"Надо рассматривать и внутреннюю ситуацию, искать и внутренние причины", - сказал он, рассуждая о том, какие уроки следует извлечь другим странам из того, что произошло в Казахстане.
"Новые способы и формы провоцирования ситуации, свержения власти, завоевания экономических и политических целей. Это новые формы ведения информационных, гибридных войн, по-другому не назовешь. Без взрывов, без грохота, без введения боевой техники, но тем не менее достижение определенных целей. Это, наверное, еще страшнее. Враг не виден, находится за границей", - отметил Александр Вольфович. Происходит все примерно по такому сценарию: в стране создаются неправительственные, некоммерческие организации, через которые идет финансирование, на сопредельных территориях готовят террористов, в специальных лагерях. "Они там обучены убивать, отрезать головы, громить, вести за собой толпу. Вот то, что и произошло в Казахстане: подготовленные люди, которых не видно в стране, хлынули через границы, деньги были направлены с Запада через различные коммерческие и некоммерческие организации, которых более 22 тыс. в Казахстане. Заказчиков не видно", - пояснил госсекретарь. Продолжается задуманный сценарий тем, что заявляют о себе из-за границы различные сбежавшие ранее из страны "лидеры". В случае с Казахстаном - некий министр, объявившийся во Франции и призывающий к свержению власти. "Куда же смотрят французские власти? Таких людей надо арестовывать и привлекать к уголовной ответственности за подстрекательство. Где же европейская демократия в этой ситуации? Почему французское руководство молчит и не принимает меры к таким предателям-беглецам?" - задал риторические вопросы госсекретарь.
Говоря о событиях, подобных тем, которые произошли в Казахстане, Александр Вольфович отметил, что причины могут быть разные - как внешние, так и внутренние. "Сегодня обстановка в мире все больше и больше подвержена взрывоопасным ситуациям. Риски и вызовы, которые влияют на национальную безопасность стран, деформировались. Разрушились все институты международной архитектуры безопасности. Мы видим, что сегодня в первую очередь выходят на поверхность риски, которые дестабилизируют обстановку в странах. Идет реальная гибридная война с санкционным подтекстом. На это надо обращать внимание в первую очередь", - заявил госсекретарь Совбеза.
Он отметил, что такие институты, как ОДКБ, компоненты миротворческих сил, коллективных сил оперативного реагирования сегодня действительно доказали свою актуальность. "Контингент, который прибыл, оказал отрезвляющую роль. Белорусский контингент выполняет задачи в соответствии с договоренностями. Взяты под охрану два объекта. Отмечается высокая организация выполнения задач белорусским контингентом. Отправили туда наиболее подготовленных, обученных этому наших военнослужащих-миротворцев", - сказал Александр Вольфович.
