Lukashenko lays out vision for cooperation in message to Algerian leader

During his visit to Algeria Belarusian Minister of Foreign Affairs Maxim Ryzhenkov was received by President Abdelmadjid Tebboune of the People's Democratic Republic of Algeria, BelTA learned from the press service of the Belarusian Ministry of Foreign Affairs.

Abdelmadjid Tebboune acknowledged the high level of political interaction between Belarus and Algeria, which is based on shared positions on key issues of the international order, mutual support, friendship, and the political will to translate these into mutually beneficial economic projects.

Maxim Ryzhenkov presented the Algerian president with an original personal message from Belarusian President Aleksandr Lukashenko. The message outlined Belarus' vision for developing bilateral cooperation, with a focus on economic ties, in the context of celebrating the 30th anniversary of the establishment of diplomatic relations between the two countries.

Further steps to increase mutual trade were outlined, including the development of industrial and agricultural cooperation, and Belarus’ involvement in the implementation of Algerian state programs in the areas of food security, transport infrastructure, and public transport modernization.

The parties noted the need to expand the legal framework of their bilateral cooperation to cover sectors such as industry, agriculture, justice, education, and transport.

Upcoming high-level contacts were also discussed.

A key element of the visit's program was the negotiations between the Belarusian minister of foreign affairs and Algeria's Minister of State, Minister of Foreign Affairs, National Community Abroad, and African Affairs Ahmed Attaf.

The parties confirmed their mutual commitment to the comprehensive strengthening of Belarusian-Algerian cooperation. They also discussed further opportunities to expand trade and economic collaboration, primarily in industrial cooperation, agriculture, the supply of machinery and food products, interaction in pharmaceuticals and information and communication technologies.

The meeting paid special attention to the creation of joint assembly plants, infrastructure development, establishing direct ties between the business communities of the two countries, and organizing business meetings.

An agreement was reached to prepare a comprehensive Roadmap for 2026-2027 for bilateral cooperation, which will provide for the implementation of joint initiatives in the specified areas.

The parties also agreed to organize an additional visit to Algeria in November 2025. The visit will include representatives of authorized Belarusian government bodies, businesses, and the commercial sector, led by the ambassador of Belarus, to discuss specific bilateral economic projects.

The importance of the work of the Intergovernmental Commission on Trade and Economic Cooperation was reaffirmed. Its first meeting, successfully held in April 2025, was recognized as a key element for enhancing Belarusian-Algerian trade and economic cooperation.

The parties will continue their work on expanding the legal framework, including preparations for the signing of a package of bilateral documents during an upcoming high-level visit.

The ministers of foreign affairs confirmed their commitment to mutual support within international organizations and to countering attempts to hypocritically impose double standards, primarily in the sphere of human rights.

Issues of humanitarian and educational cooperation were also addressed, including a draft agreement on education and the implementation of child and cultural exchange programs. In particular, Maxim Ryzhenkov confirmed Belarus’ readiness to host a group of Algerian children for a health improvement program at the Zubryonok center, as part of a humanitarian project under the patronage of the president of the Republic of Belarus.

The parties reaffirmed aspiration for a mutual expansion of diplomatic presence.

During a meeting with Algeria's Minister of Pharmaceutical Industry Wassim Quidri, avenues for expanding cooperation in healthcare and pharmaceuticals were discussed, including the acceleration of registration procedures for Belarusian medicines.

Significant potential was emphasized for establishing joint pharmaceutical production ventures. The readiness of Belarusian companies to transfer technology and participate in the localization of production in Algeria, with a view to accessing African markets, was also noted.

Algeria expressed interest in cooperation regarding the procurement and production of oncology medicines, as well as in purchasing Belarusian pharmaceutical substances. An agreement was reached to establish direct contacts between the authorized state-owned pharmaceutical enterprises responsible for the procurement, production, and sale of medications.

It was noted that the development of cooperation in the pharmaceutical sector is of strategic importance and will help strengthen the industrial and humanitarian dimension of Belarusian-Algerian relations. The parties agreed on further collaboration to ensure mutual access for medicines to the markets of Africa and the EAEU.

Following the meetings with the president and the minister of foreign affairs of Algeria, Maxim Ryzhenkov held an in-depth and substantive discussion with Algeria's Minister of Industry Yahia Bachir and a group of leaders from Algerian industry. The parties discussed matters of industrial cooperation, standardization, and certification. They agreed to hold a series of expert-level negotiations in the near future.

Algeria showed interest in high-horsepower Belarusian tractors (from 200 to 300 hp), in creating a joint venture for manufacturing agricultural machinery and equipment, as well as in a joint project to produce MAZ trucks and buses. Belarus proposed moving towards industrial cooperation and the joint manufacturing of industrial products, with the prospect of subsequent export to African nations.

Belarusian Minister of Foreign Affairs Maxim Ryzhenkov is on a working visit to Algeria on 22-23 October. The Belarusian delegation includes senior representatives from the Industry Ministry, Healthcare Ministry, and Agriculture and Food Ministry of Belarus, as well as from the Belarusian Chamber of Commerce and Industry (BelCCI).

I recently learned my surname is not Polish, but Belarusian. I heard you on shortwave in the past and am so happy to listen online in English. We hear nothing about Belarus here in the US so I am so glad to learn about your country. Keep on broadcasting in English. I also joined the Hoererklub on Facebook as I can understand German. If you have information or a station pennant, I will very much appreciate it.
